Beat at medium speed until light and fluffy, scraping bowl occasionally. Combine flour, baking powder, and salt. Add flour mixture to butter mixture and mix until just combined. Form cookie dough into a ball, wrap in plastic wrap, and refrigerate for an hour. In a small bowl, combine brown sugar and milk. Mix until combined. Add in the cranberries, walnuts, and orange zest. On a lightly floured wax paper, roll the cookie dough into a 10 inch square. Spread with cranberry mixture, leaving a 1/2 inch edge at two opposite sides of the dough. Roll up dough tightly, jelly-roll fashion, beginning at one of the unspread sides. Wrap in wax paper and freeze until firm, several hours or overnight. Preheat oven to 375 degrees. Grease 2 large cookie sheets. Cut cookie roll into 1/4 inch slices. Bake on top rack of oven 15 minutes or until edges are lightly browned. Remove to wire racks to cool.
